Long summary[]

This chapter picks up directly where "Meaning of Strength (I)" left off. Having received an alert of unknown presence inside the city tunnels, the Forwards move in to investigate, while Fate and Signum head out to assist them. Gadget Drones are detected in the tunnels, including a prototype multi-legged Type III. Although Battalion 108 stands ready to assist, Nanoha orders Forwards to not involve them if possible, since the have no AMF training. Underground, Sein and Wendi consult Quattro and decide to finish the test run of the new Type III but avoid engagement with the Forwards and escape before Fate and Signum reach their location. However, Quattro authorizes them to attack the Forwards while staying out of sight.

The Forwards destroy most of the Gadgets at a rate that astonishes the Ground Forces on site and go after the Type III. As soon as they bind it, Wendi places a sniper shot through the Gadget to make it explode and catch the Forwards in an underground inferno. The Forwards react in time and while Subaru, Teana, and Caro erect a barrier to divert the explosion, Erio and Friedrich immediately go after the shooter. However, before they can reach the Numbers, the latter escape using Sein's Deep Diver, taking the remaining Gadgets with them.

The Forwards are invited for dinner at the Battalion 108 HQ, where they discuss Nanoha's koan ("To win against an opponent stronger than yourself, you must not be weaker than that opponent") with Ginga, who thinks it cannot be true because the only thing that matters in combat is landing a single decisive strike. Meanwhile at Long Arch, Fate reveals to Signum that this question was originally asked of Nanoha and her by Fern Corrado, after she defeated both of them with ease during their own training. Eventually, each of the Forwards arrives to their own conclusions, and Subaru's answer to Nanoha is: "To beat an opponent stronger than you, fight them on the aspect where you are better than them." However, Nanoha only says that they will see if that answer holds in the coming training sessions and refuses to give "the correct answer" to her.
